A notification issued on August 7 and published in the Gazette on August 10 recasts key definitions in the River Ganga Authorities Order, 2016, and replaces the explicit construction-free phrase with a requirement to maintain river banks and floodplains to reduce pollution and preserve groundwater recharge through necessary measures. This is the River Ganga Authorities Second Amendment Order, 2026, and it took effect on publication.
What has changed
The amendment gives the active floodplain a concrete anchor. It is now the area of the Ganga or its tributaries that comes under water due to floods corresponding to a one in five year return period. That ties the most frequently inundated belt to a measurable threshold. The broader floodplain is also recast. It now includes the active floodplain, a regulatory zone covering areas inundated between one in five year and one in 25 year floods, and a warning zone covering areas inundated between one in 25 year and one in 100 year floods. The definition also includes areas that come under water on either side due to floods corresponding to their greatest flow or a flood with a frequency of once in 100 years.
